Mr Pete Brown
Chief Executive
Pete is the Chief Executive of York and North Yorkshire Probation Trust.Pete is currently Chair of the North Yorkshire Criminal Justice Board and of the Reducing Reoffending Board, which forms a sub Board of the Local Criminal Justice Board and the York and North Yorkshire Safer Communities Forum. Pete also plays a national role on behalf of the Probation Chiefs’ Association, sitting on the Preview Project Board and the Service Delivery Working Group.
Pete was educated in Liverpool and has an Honours degree in Modern History and Politics. He obtained his Certificate in Qualification for Social Work from University College, Cardiff in 1980. He also has a Post Graduate Diploma in Criminal Justice Management from Hull University.
Prior to working in probation, Pete was employed by Merseyside County Council as a trainee accountant and by Stonham Housing Association as a Deputy Hotel Warden. He obtained his certificate of qualification in social work at University College, Cardiff between 1978/80.
Pete became an Assistant Chief Officer in Humberside in 1999 and worked in both operational and support team roles. He became Chief Officer in Northamptonshire in April 2005; moving to his current post here in North Yorkshire in October 2006.
Mr Mike Ryan
Director York LDU
Mike is the Director for York Local Delivery Unit.He is responsible for all aspects of the service in York and is also responsible for area-wide Accredited Programmes, Community Payback, Education, Training and Employment, and the establishment of a new area-wide Information, Performance, Quality and Process Management team.
Prior to joining North Yorkshire, Mike worked for the North East Regional Manager’s team, where he worked on the implementation of the National Offender Management Model.
For the previous three and a half years previous, Mike worked for the National Probation Directorate as the North East Regional ‘What Works’ Manager contributing to the implementation of the What Works agenda in the region. The North East probation areas demonstrated outstanding performance in this major organisational change.
Immediately prior to working in the North East, Mike worked in the Crime and Disorder Reduction Directorate in Government Office, Yorkshire and Humber, and initiated, with a prison service colleague, the development of regional strategy that has now become The National Reducing Re-offending Action Plan.
Mike also worked in the Humberside Probation Area for 15 years as a probation officer and senior probation officer in a range of community and prison settings.
In his spare time he enjoys composing and playing music.
Mrs Louise Johnson
Director North Yorkshire LDU
Louise is the Director for the North Yorkshire Local Delivery Unit. She is responsible for all aspects of the service across North Yorkshire, with office units in Harrogate, Skipton, Northallerton, Selby and Scarborough. Louise will also be responsible for area-wide Multi Agency Public Protection arrangements, and the approved premises.
Her work with probation spans some 18 years, and has included work in approved premises, courts, YOTs, and a YOI.
Prior to working in North Yorkshire in 2009, Louise worked as a manager with West Yorkshire Probation Trust, where she had the opportunity to manage and deliver operational services in a large metropolitan area, as well as take a lead role in some key partnerships including PPO/IOM, Domestic Violence, Safeguarding, and Offender Health.
Mr Jon Sheard
Director of Finance
Jon has a duel role, which is as Treasurer to York and North Yorkshire Probation Trust (since June 2004), and as Deputy Director of Finance to the West Yorkshire Probation Trust. His main duties are managing the Finance team which undertakes budget planning, expenditure monitoring, financial advice to the Board, annual accounts, payroll/expenses, creditor payments, debt collection, insurance and property related issues.
Jon is a qualified accountant (CIPFA - 1994) and has worked for the Probation Service since 1986, when he worked his way up the ladder from office junior to his current position. He began his career in 1983, working within the West Yorkshire Metropolitan County Council Finance Department.
His outside interests include his family, supporting Leeds United AFC, managing his local junior football team and angling - though it is fair to say he actually likes most sports.
Mr Walter Burns
Director of Corporate Services
Walter is responsible for Corporate Governance, legal advice and business support for the York and North Yorkshire Probation Trust. His duties include that of Board Secretary; he has responsibility to ensure there are arrangements in place so that the Trust and its staff conduct their business in accordance with the law and with good practice. This includes issues relating to internal control, health and safety, decision-making, complaints, freedom of information, data protection and risk management. With his experience of contracting, procurement and tendering he will also work with the Local Delivery Units to meet the challenges of commissioning and best value.
Walter is a qualified solicitor and whilst starting off in private practice, worked in local authorities (Scarborough Borough Council and Powys County Council in Wales) from 1991 until 2005 specialising in corporate, contractual and property matters.
He comes from the East Riding but was married and both of his children were born in North Yorkshire.
Justine Taylor
Deputy Director for Human Resources
Justine joined York and North Yorkshire Probation Trust in 2003 and is currently the Deputy Director for Human Resources for York and North Yorkshire and West Yorkshire Probation Trusts. Prior to working for probation, she has worked for Thames Valley Police, in the private sector for two industry leading training companies, and laterly MyTravel. She now works splits her working week across York and North Yorkshire and West Yorkshire probation trusts and enjoys the variety in her role.
Justine holds a BA Hons and is a Fellow of the Chartered Institute of Personnel and Development.
